The Board! of Trade, he said, had admitted -that cotton was-still going 'into Germany. Thirty millions Would purchase the whole of the "American supply destined for'"AusfobiGfennany. : ' - " -r'- ; Lord Robert Cecil (Under-Secretarv for Foreign Affairs) in reply, gakl that the Government was fully alive to . the importance of the subject,- wliich raised, difficult -financial questions. They had to consider not only Germany, but great neutral countries like Air erica. - and Sandinavia, and safeguard l their interests. . The Government had hitherto acted'upon a certain plan; and believed that it had been reasonably and substantially effective. If, on further..'"inquiry, thoy found that cctton was still going into Germany, then no regard for Ministerial consistency would prevent the jGovernment r from carrying out; a furtKer plan to secure the stoppage. Tho suggestion to buy up the American export crop wouldV be a tremendous financial undertaking. If cotton were made contraband ■ they wouldstill be faced with the difficulty of ■ its going through neutral countries. - -
