EXTENDING THE PROHIBITION. London, June 24. Lord Robert Cecil, in the House of Commons, said that the Governmont had decided to prohibit trading with the enemv in China or othor countries. Ho promised to intiuiro into a statement that certain London banks were discounting enemy's firms' bills at HongKong. '
