The President- of the Upper House of the Prussian Diet stated in the Chamber: "It has been repeatedly said that wo must obtain a peace which will safeguard us against a repetition of the piesent attacks. _ My belief is that 110 such peace is possiblo. "Tho greater we emerge from tho war will be the endoavour of o'ur adversaries to snatch away by a new coalition what, we have gained."
