FRANCE'S WAR MINISTER
STRONG MAN OF THE REPUBLIC.
France's War Minister, M. Millerand', is the strong man of the Republic. Thickset, heavy featured, with piercing eyes and white hair, he is a remarkable personality. He has the reputation of being a great worker, and his energy is inexhaustible. He is a man of action and prompt decision, and invariably makes up his mind quickly. In polltics, M. Millerand is a Sooialist, and he has_ the reputation of being the first Socialist who was ever a Cabinet Minister in France. Curiously enough, M. Millerand is—or was—admired by the ICaiser, who on one occasion—aiter reading one of his speeches—is understood to have declared that he wished Germany had a few Socialists like him. Certainly, the admiration is not mutual, for 11. MilleTand is an uncompromising foe to German militarism. He has the admiration and confidence of the whole of the French nation, and when he was oalled to the helm at the War Office nt the darkest hour he completely restored the national confidence in the outcome of the wot.
