ENEMY ALIENS
THE BOARD OF INQUIRY POWERS DEFINED The powers of the Commission set up to advise tho Government as to what steps ought to be taken in the matter of restricting the liberty of persons of ' enemy origin, whether naturalised or 3 unnaturalised, aro specifically defined in - the order of reference which was exe--5 euted yesterday. The members of tho " Commission are: Mr. A. D. Thomson t (Assistant Public Service Commissioner), 5 Mr. John Roberts, C.M.G. (Dunedin), 3 and Mr. George Elliot (Auckland). They 3 have been given instructions as under: — s (1) To inquire into the status, conduct, or character of alien enemies being or resident in New Zealand. (2) To inquire into the necessity or propriety of the internment of such alien enemies or of other restrictions on the liberty of such alien enemies. (3) To inquire into the necessity or propriety of the exercise by the Government .of New Zealand of any powers possessed or which may bo hereafter possessed by that Government in respect of such alien enemies, whether by virtue of His Majesty's prerogative or by virtue of any statutory or other authority. (4) In pursuance of any such inquiry i to report to and advise the said Governj ment as to any of the matters aforet sa '^- Provided that no such inquirv or report shall be made except upon the writ- * ten request and reference of a Minister I' of the Crown from time to time, and p every such inquiry and report shall be v limited to the matters and persons specified in such request and reference, r and every such request and reference [] .may be made to the said Andrew Duncan n Thomson on behalf of you and all of 0 you and may be acted on by you or any v of you accordingly.
