A BRIEF BUT FIRM REQUEST

(Rec. June 8, 0.45 a.m.) Washington, June 2. It is stated < that President Wilson's sccond Note is a brief but 1- firm request for information as to whether Germany's Note implies that sho intends to disregard the fundamental principles of international law.

Cabinet Ministers expect that if Germany admits that she has cut herself adrift from tlio restraints of inter national law, the United States will pro bably sever diplomatic relations.
