The-new Portuguese Prime Minister, General Pimenta de Castro, recently took the startling course of preventing the meeting of the Portuguese Parliament by sending troops to bar the entrance of the members. A correspondent in Portugal, writing some time ago to the "Manchester Guardian," said: "The general public opinion with respect to the Government of General Pimenta de Castro is that the future may be regarded as secure, and it is stated on all sides that if lie can successfully tide over the next few months then thore is a great possibility of the nation making progress under his conciliatory rule. It is practically an impossibility for aii.y of the leading polita! parties to govern, for the personal rancour is so intense that no business can be transacted, and most of the Parliamentary session is taken up by personal abuse and tbe exposure of scandals and official jobbery.
