The newspapers state that Signor Giolitti has informed the King that ho considered •■hat the Austrians' concessions were satisfactory. The "Corriere d 1 Italia" states that Austria offers to concede the Trentino up to Menau, while the Istrian border would start from north of Gorizis, through Nabresf, near Trieste. Italy alsp would be given a free hand in Southern Albania. A REMINDER TO THE GIOLITTIA.NS. Rome, May 12. The newapaoer "Messagero" states that Giolittians are apt to forget that if she wins, Austria will subsequently take back what she has conceded, and if she loses concessions are valueless. GERMAN SUBMARINES AT POLA. (Rec. May 12, 7.15 p.m.) Undo i, May 12. A message from Berlin states that three German submarines and two Zeppelins have arrived at Pola (the Austrian naval base in the Adriatic). The uncertain factor in the course of Italy, according to the "Morning Post," is the ultimata determination of Signor Giolitti.' He wants to come back. Signor Salandra wants to stay. A test of strength took place recently when the Chamber in Rome gave the present Premier a vote of confidence. This leads to a revision of * the idea that at any moment, tho Giolittian majority—some 300 out of 608—can overthrow the Salandra Government. The two are superficially friendly, but the Gorman dailies report all sorts of feuds between them and their respective followers. Salanda, is said to 'have a trump card in the King's alleged promise to dissolve the Chamber in certain contingencies. . The London daily sums up the situation from this point of view: "For fifteen years no one except Signor Giolitti has 'made the elections,' as the Italians significantly say; alike ia 1904, in 1909, and in 1913 (the dates of the last three General Elections), he was in office, as in 1892, as Premier and Minister of the Interior, and the inevitable result in each case was a laTge Giolittian majority. ... It is obvious that a General Election at this moment would have its disadvantages from various points of view. Should, however, Signor Giolitti be forced by what the late Signor Saracco once oalled 'the noble appetites' of his followers to resume office, he will probably be . more Germanophil than the present Cabinet. Till the Libyan War no, like his master, Depretis, regarded foreign policy as a bore. Since then, however, he has taken it up with interest as a practical stuay. . . . Should he discover, as in 1911, that the country wants war against Austria, he would doubtless, as in 1911, make war himself, and ->htain laurels from the Trentino, as he obtained them— malgre lui—from Libya."
