FIENDISH TORTURE OF A SCOUT

PBtrograd, May 6. On the Prussian frontier the Germans captured a Russian scout. They skinned and hacked to the bone his hand and arm in an effort to extract information, and then cut the artery of his neck. The man bled to death.
