WHO CAUSED THE WAR?
KAISER BLAMES ENGLAND. (By Telegraph.—Press Assn.—Copyright,) - London, April 14. The "New York World" publishes an interview with Herr Ballin, the ireilknown German shipowner, whom the Kaiser authorised to communicate his view of the war. The Kaiser reiterated that his twenty-six years' rule had proved that he did not want war. ' Asked whom the Emperor, considered responsible, Herr Balliii said: "England. We honestly believe Sir Edward Grey could have' stopped it if ho had de:lared that England _ would refuse to go to war over an internal question bptween-.Servia and Austria. Then Hus : sia and France would have compromised. with Austria. If Sir Edv.uru Grey, 011 t'ae other hand, had said that England. would go to war with Germany, then Austria might have been readier to compromise. By his decision Sir Edward Grey could have avoided this terrible thing." HERR BALLIN REMINDED OF SOMETHING. (Rec. April 15, 11.15 p.m.) ( London, April 15. In connection with Herr Ballin's interview, accusing Sir Edward Grey of causing the war, "The Times" states that Ballin was the writer of a letter Dublished on August 12 under (the heading "German Press-Manoeuvres," in which ho stated that Russia alone was responsible.
