FIENDISH CRUELTY BY THE GERMANS
TORTURING A RUSSIAN SCOUT

Petregrad, April 10. When the Russians retook Andrejevo, near Menel, tfhey found there thirty-four wounded Russians; who are believed to have been tortured, and four others, who had been bayoneted to death, and also a Cossack, who had been savagely hacked on the head and heel. Ten German officers examined Panasuk, a young Russian scout, at Ragosa, and suggested that he should become a German spy. He indignantly refused, and an officer cut off the lobe of one of his ears with a pair of wirecutting shears, saying: "Will that make you speak?" Panasuk did not reply, and the officer continued to pare his ear at intervals until scarcely any remained. Another officer tore away the cartilago of Panasuk's nose, and varied the operation with Wows on the mouth. Despite fearful agony, the victim refused to givo information and after hours of torture was ordered to be placed in confinement. He escaped in the dark. . •.
