New York, April g. A sensation has been created in military circles by the action of the United States AVar Department recalling its Army observers from Germany. The Secretary of State for War says that the mission of these officers had ended, but the general belief is that Germany has requested their recall. [Accredited Staff officers of non-com-batant nations are usually allowed toattend the military operations in a theatre of war in order to study the campaigns, and the tactics emplpyed. As such they are attached to the Headquartets Staff of whatever army they are deputed to accompany.]
