His outward appearance, his ostentatious piety, his cleverness, and his activity have led the masses to. believe him to he .infallible. lie has not the same influence among the military, and is not permitted seriously to interfere with the plans of campaign- It is rumoured that tho Crown Prince does not possess a vestige of power, although he retains his popularity among the officers. Bethman Holhreg (Imperial Chancellor) that he would liave rejoiced to 'personally lay a token of reverence on the Bismarck monument, "which is especially dear to us as a personification of German strength and determination; but my iluty is to hold out in the field in hot battle, in order to protect and strengthen the Empire's power abroad. In that tyo shall succeed. I confidently hope that the spirit of unity will outlast the noise of war; then, as the prize of victory, the German nationality will have full and free expansion. The Crown is proud of tho work of which Bismarck laid the foundation."
