CENSURE MOTION FROZEN OUT ' Cape Town, March 31. In the debate on General Hertzog's •■esolution criticising the Government's, actions, Mr. J. X. Merriman declared that the Government was not deserving of censure. He moved "the previous question," and this was carried. [In tho Union Assembly on March •11, General Hertswg gave notice of a jesolution charging the Government "with unconstitutional acts in detaining members of Parliament without formulating charges against them, and proclaiming martial law without summoning Parliament.!
