NEGOTIATIONS OVER DEMANDS. Peking, March 25. At a conference between representatives of Japan and China five more articles were agreed to. China undertakes to appoint Japanese advisers and instructors to the various political, financial, military, and police departments, and promises preference to the Japanese in connection with railway loans. (Rec. March 26, 7.25 p.m.) Peking, March 26. Certain Chinese sections at Shantung have adopted a bellicose attitude towards Japan. President Yuan-Shih-Kai is urging them to refrain from overactions. An anti-Japanese boycott is afoot at Shanghai.
