KITCHENER WARNS DOCKERS' UNION IF THE MEN REFUSE WORK- - (Rec. March 23, 0.25 a.m.) London, March 22. Earl Kitchener (Secretary of State for War), in a letter, warns the Liverpool Dockers' Union that if the men continue to refuse to work at weekends steps will be taken to ensure that what is required will be done.
