BRITISH BLOCKADE DECREE

VIGOROUS PROTEST FROM AMERICA (Rec. March 17, 11.30 p.m.) Washington, March 17. President Wilson announces that- aa immediate and vigorous protest will be made against the British decision to placo an embargo on German trade. The State Department does not conceal its keen disappointment at the failure of its efforts to secure a modus viveudi between Britain and Germany on the basis of Germany's offer to give up submarine warfare against merchantmen. The futility of further protest is admitted unless retaliations are threatened.
