DR.. GILRUTH IN SOLE COMMAND., HitWto Dr. Gilruth, the Administrator' of the' Northern Territory, has been Administrator only in name, but the Commonwealth Government has now decided that as he is responsible for the progress of the Territory's develop-, ment, ho shall be the Administrator in fact. Ih future Dr. Gilruth is to be. responsible. for the whole of the administration of the Territory. Before his functions were confined merely to land administration, the control of aborigines? inspectors, and matters like that;' Now that he is the Administrator for everything, every piece of paper relating to the Territory which comes before the; executive in Melbourne must first of all ipass through his hands, aad, of course, ne !may make whatever suggestions h« thinks fit. "There is now no limit to ' his authority," says Mr. Mahon,' Minister of External - Affairs. "He is the Administrator for Customs,defence, railways; quarantine, and every other branch of Government activity.. The head officials of the various departments will huve to conduct through him all negotiations with theGovernment. He is the link which con? neots all departments iu the Territory with the Executive. Dr. -Gilruth will not receive an \increaise in salary."- ;
