A PROTEST PROM AMERICA Washington, February 11. The United States has dispatched a vigorous Note to Germany and a milder protest to Great Britain, that the destruction of American ships through the use of tho American flag will be viewed with the gravest concern, and probably will lead to serious complications. FRIENDLY IN TONE. BUT THERE IS A STING IN IT. (Rec. February 12, 11.35 p.m.) London, February 12. With, respect to the American Note [ forwarded to Germany, it is understood that the tone is friendly. - It makes it clear that an attack on a vessel flying tho American flag until it is definitely ascertained that the use of the flag is fictitious, would be gravely viewed and might produce serious complications. GERMAN ADMIRALTY ORDERS. (Rec. February 13, I a.m.) The "Nieu Hamburger Zeitung," in an inspired article, says that the German Admiralty has ordered neutrals not to bo interfered with if not carrying contraband.
