In July, 1878, at *a meeting of the Wsuron County Council, a draft Harbour Hoard Hill was read, modelled on the- Vntca Harbour Board. The principal clauso was that providing for an endowment, and a motion was put by Councillor Flint: "That the following lands bo applied for, as an endowment for tho Wairoa Harbour, via., 30,000 acres of tho Ruakitiru Block, then valued at ss. an acre, together with all tho unsold Crown lands m tho Clyde township, about 83 quarter-acre sections." Tho motion was carried, and tho Harbour Board Bill was presented to Parliament.
