DISPUTE ABOUT THE CAPITAL,
(Rec; January 29, 10.45 p.m.) Sydney, January 29. A petition is being signed at Port Moresby (chief town of British New Guinea) against the proposal to make -Rabaul (chief town of that portion of New Guinea lately owned by Germany), the Government headquarters of «few Guinea. The appointment of a separate Governor for the administration of the-late GermaJi portion of New Guinea is desired.
