DUE TO CONGESTION AT THE DOCKS. London, January 22. The "Manchester Guardian" states that the Board of Trade inquiry with reference to the increased freights tends to sliow that tho main cause is the congestion at tho docks rather than the shortage of ships. A million tons of shipping are idle all round the coast. It is hoped that increased pay and overtime will attract additional labour to the docks.
