London, January 18. ■ A Guardsman.writes to the "Cologne Gazette": "The Kaiser made a splendid speech, as he drunk a glass of wine with the artillery officers. He told how when he. was in the Argonne, he inspected a cave trench. When he emerged he was startled by seeing. a full company of French soldiers., and 1 drew back, but a Landsturm officer exclaimed: 'Your Majesty, they are only prisoners, passing through here. They wish to see you just for once.'"
