James Allen) said that so far the Department had all the men ifc wanted, and added: "In a-few days a new system in connection with recruiting will be in operation. Under this ■ scheme those who wish to volunteer will be able to fill in, cards obtainable from all post and telegraph offices. They will reoeive notice in duo course when and where to report themselves, and in the meantime will-be able to follow, their ordinary work."
