January 18, 8.40 p.m.) London, Janunry 18. _ Tlio Kaiser, in requesting that no festivities should take place on his birthday, desires that all should realise,,tho gravity of tho situation and tho direction which Fortune seems to.liave turned her face. Ho asks that tho customary lottcrs. and telegramß be foregone, as these might interrupt tho postal and telegraphic sorvices, already overtaxed, and interfere with His Majesty's work at hoadquartors. Ho declares that such messages aro not needed in theso days of tribulation which have come'to the Fatherland, and offers thanks in advance for cadi supplication 'made to tho Throne.
