AMERICAN TEST CASE New York, January 61 The authorities have permitted an American citizen (Mr. BreitUng) to pnpohase the German, steamer Dacia. It is understood that Mr. Breitung proposes to carry ootton to Germany, and it is believed the Government will regard this as a test case conccrning the right to transfer interned/German steamers of American registry. . The "New York Herald" warns the Government that it is necessary to guard against German pitfalls to involve America, said adds: '"After all 3t the overwhelming sentiment in America is friendly to. the Allies."
