EFFECT OF ACT
:■■ 'Ati Act - 'whidh.will:havo an important 'effect on the boot trade in, this country, the Foot-wear: Regulation Act, is to come .into force/, to-morrow.''• This Act was by Parliarrient' in tho 1913-session, but owing to the drastic' Mature of its provisions,: its coming into 1 .operation was'postponed.' /Regiila.tiona were made under the Act by Or-der-in-Couricil on November-16, 1914, to make the important clauses of the 'Act operative from: January 1; 1915. - The Act provides that no person, shall manufacture for ■ sale, export for sale, or have in;his possession for sale, 'any ; boots or shoes, the _soles of which- consist _wholly_ r or partially of leathefj or any imitation'of leather or of aiiy material having the appearance of :lea',ther, unless ■■the sole's .are of leather without ■ admixture," or addition other ;thah':of materials for .filling, .spaces,, shanks or-rubber out-soles,, or,*' in the case of ladies' fancy or evening footwear, of heels of wood or/celluloid; or unless' ; a statement of - the material, or materials composing the soles is, conspicuously and legibly stamped uponor impressed into the outer, surface of the sole of Buch boot or shoe: .'.ln brief, solid leather soles need not be stamped; all otherV soles must be stamped with' a statement, of-the materials of which they are made.: •,.'. Regulations under the Act" make the following provisions relating to the stamping of.the solos of boots:— ■ , "The said 'statement shall be . stamped;- in. indelible ink on tho "•' soles of such boots or shoes,-and shall.be in bold type of such size and;distinctness that:the- statement' may be read with ease' by : any per- : son of normal sight''at a- distance of, at. least.flifeet;,'or..--' : -.. ' ."The said statement 'shall be ini-' '.■■ pressed- ; into'the soles by means of: sunk or branded lettering of suosi : . size and . distinctness ,'■ that, t&j <;■ ..' statement may be/ read; with' e'tf&e by; any person of normal-sight 'at a.-distance;of at least 5: feet, ; or : shall.be embossed on the .-soles, in • -, -lettering of like; size' ahd ; distinct- ; '■' ness."v ,:>...' ■....'' ;.The,penalty for breach of this i-ogula-tion is a fine not exceeding £10, but the penalty of £20 as prescribed .by the 'Act still stands. That is to say, if a .manufactiirer or vendor': Has.' 'shoddy boots.;for sale 'which aire stamped, but if the, stamps are .not in accordance . \vitli the regulations, he may still he nned ; £10.'
