AGREEMENT REACHED London, December ?5/ The "Times" Petrograd correspond-i----ent states that an agreement has apparently been reached between Rumania and Bulgaria, on the basis of tho restoration to Bulgaria of a portion of the Dobrudama district ceded' under the treaty of Bucharest, beside a-portion j granted to Rumania in accordance with the decision of tho Petrograd conference. The Sofia newspaper "Retsoh" hopes that the good beginning will lead to the resuscitation of ■ the Balkan block..
