TO SECURE NEUTRALITY
PLANS UNDER CONSIDERATION 1 Washington, December 24. The Pan-American Union baa nominated a committee to consider plans to secure the neutrality -of tho South American republics .during .the European hostilities. Peru proposed enlarged neutral zones; both Atlantic and Pacific waters to bo open to neutral shins' without risk. Chile proposed that, belligerent vessels should only bo allowed enough coal to take them to tho nearest port of an adjoining country, unless they agreed to go direct to Europe. If merchant-men-violated noutrality, no coal should be furnished to any vessel belonging to .the. same company. ■ : The committee-proposes to hold a BWios-of coiiferenoes, with .-a view to adapting, a definite scheme
