WAR LOAN NECESSARY (Rec. December 21, 8.15 p.m.) Paris, December 21. M. Ribot (Minister of Finance) considers it impracticable to impose further taxation, and France must have recourse to a loan for war purposes; and adds: "France's financial reserves are such that she can view the carrying on of the war without qualms." M. Jlillerand (Minister for War), speaking before the Senatorial Commission, on Finance, said the military situation is to-day better than it has ever been.
