An American correspondent at Copenhagen says tho Kaiser knows that tho gamo is up so far as the conquest of Russia and Franc© is ooncerned, and realises that the civilised world has turned against him. The Kaiser's exasperation against England is almost equalled by his fury againßt America, ivhom ho declares the British diplomats liavo tricked. The Kaiser recently remarked: "My diplomats are wasters and lubbers. Tho British knock spots off them.' 1 Tho Kaiser in his desperation despite his Staff's advioe is continually urging the Fleet to make raids and create a panic in England and cheer up the Germans.
