NEUTRALITY OF PANAMA ZONE ALLEGED VIOLATIONS , ■ (Rec. December 17, 1.20 a.m.) ..- Washington, December 16.-, . President Wilson has agreed to die« v patch warships to Panama to guard again6t any breach of neutrality in the Canal Zone. Colonel Goethals has oxplained that wireless is constantly being used within _ the -territorial, waters of the zone, which is'also being used; as a base of supplies for belligerents. The radio apparatus, on one British; collier has already ■•• been - The British Embassy has explained that it is improbable that British vessels understood the Canal rules on the subject of wireless. Britain did not object to the enforcement of the regulations. Commander Stirling, of the Atlantic Submarine Flotilla, informed the NavalInvestigation Committee that a large mobile army was required- to protect the Panama Canal. The navy was insufficient and unprepared to protect'the .Canal against a nav.y of ' Germany's size.' The lack of a base, however, was a handicap to a hoatilo navy. Hβ. thought the ultimate development ■of j the submarine would be a vessel • of two thousand tons, a speed of twentyfive knots, and be able, to accompany ■the battleships everywhere. ;
