SPEECH BY THE MIKADO Toklo, December 7. _ The Japanese Emperor, at the opening of the Diet, said ,that the cordial alliance of Japan 'with' Britain and the ententes with France and Russia had been cemented at the present critical stage by the stronger bonde of friendship. •'
