FRANTIC EFFORTS TO RAISE 1 MONEY London, December 3. Rome advices from Vienna state that the war loan subscription is still unsatisfactory, notwithstanding a forced levy on all the banks, and, even on the email rural depositors for contributions. The Civil Servants have now been notifiod that the Government, correctly interpreting the enthusiastic desire to contribute to the country's needs, now retains a percentage of their salaries. Children in all the schools have been ' asked to bring a contribution 4:0 the loan, however small. - ;
