GERMAN BASE IN THE PACIEIC CHILEAN GOVERNMENT TARING ACTION Washington, November 25. The United States has received representations to-day from the British Government, asking for the enforcemehF 6f Chilean neutrality against the Gorman warships now off the River Plate, but recently using Juan Fernandez, in the Pacific, as a naval base. The State Department understands that the Chiloan Government has dispatched two warships to Juan Fernandez to examine the situation there and report. (Reo. November 26, 8.40 p.m.) Santiago do Chile, Novembor 25. Official. —The Chilean naval authorities have received proof that the German warships violated Chilian neutrality by staying several days at Juan Fernandez, capturing, two neutral ships, and seizing coal and provisions. A steamer was sunk within territorial water. (Rec. November 27, 0.30 a.m.) Santiago de Chile, November 26. The Government has dispatched three I destroyers to Juan Fernandez.
