That it will not beiinithafuture is the. determination of this higher administrative.! officials: of the .Gbvornment. The case serves as aprecedeiit.'-.Sinco that episode, no non-union . mani ■ has happened to have been drafted for emplpyment; v.; By .the; time \ Congress ■ gets glider way, however,:"'several, hundred lieiv will 'be tajfqu on. It is expected; that a number ;'of these will not be-.njember.s ,of labour unions. There is no objection to their'.becoming such; but .if they. elect, to the ; contrary, they will be fully: sustained in; their positions, SO long is they and their work are acceptable. The .theory upon which tho Government Printing Office ; is to be transformed into an open shop is in , effect that the number of non-union employees will, within reasonable time, ,; so increase as to give that element a feeling of greater safety, 'and security in their positions, and thus prevent any discrimination. The oldest and best--informed men in the shop do not believe' that' under- present • circumstances- a strike-over this question is within the bounds of probabilities. The Government will not mako war upon any.individual or class. This is to be a peaceful revolution, brought, about by a definite -position maintained with firmness—at least, this is. the programme.
