APPROPRIATION BILL.

The Appropriation Bill was Introduced by Governor's Message, but at 9.30 the Houso adjourned until 11 p.m. beoaiise the Bill could) not be supplied by the Printing Ofßco.

A discussion on Public Service appeals' was raised by Mr. W. A. Veitcli. Ho remarked upon tho small .number of appeals that liad been allowed of all those sent forward, and suggested that tho appeal was worthless. Ho argued that appellants should not bo compelled to give their case away by etating their grounds of appeal. In fact, ho declared, tho Appeal Board was absolutely useless to the servico. The At-tornoy-Gerioral said that a great many appeals were withdrawn. He held that a man with a legitimate grievance did not prejudice his case by stating it on appeal. Furthermore, ho knew from the personnel of the board that tliey were gentlemen who would exercise the minutest care to deal justly by tho appellants. He was sure no appellant had suffered injustice, Tho Hon. W. H. HERRIES, replying to various criticisms, said that during tho Government's three- • years', tenure cf office not ono adverse vote had been carried against them. That -was a record which he could not remember having erer been approached by any other Government. (Left Sitting.)
