FINANCIAL ASSISTANCE FOR THE DOMINIONS
HIGH COMMISSIONER'S SCHEME IMPERIAL GUARANTEE FOR WAR LOAN London, October 28. The Hon. Thomas Mackenzie (High Commissioner for New Zealand) has formulated a scheme to secure tho Imperial Government's financial assistance for the Dominions during wartimo. He irranged a deputation to Mr. Lloyd Georgo (Chancellor of tho Exchequer) in which South Africa and Canada have joined, but Australia did not participate. ' After discussion with Mr. Lloyd Georgo and the Governor of the Bank of England, the Chancellor agreed to meet the deputation's wishes. Tho Government agreed to guarantee the Bank of England for money required for Canada, South Africa, and New Zealand, tho amounts needed to be included in tho next Imperial war loan. The scheme secures tho moipey at a rate not exceeding 4} per centl South' Africa received seven millions, and it is understood New Zealand has received two_ millions. Canada .has also received assistance. '. Australian Loans. Sydney, October 29. The Colonial Treasurer (Mr. J. H. Cann), speaking ill the Assembly, said that all the States and , the Commonwealth were negotiating loans in London, where there were fair average prospects of success. Thoy might, reasonably oxpect tho same treatment aB other ■ dependencies.
