CONFLICTING REPORTS
(Rec! October 23, 0.5 a.m.)' . London, October 21. Conflicting reports are current as to tho whereabouts of the Kaiser. Russia ' believes that he lias arrived at Czenstochowa, in South-Western Poland, where tho club -which he and his suite occupy, has been enclosed within a high barbwire fence and roofed with wire-net'ting like an enormous cage for fancy birds. A correspondent in Belgium, however, declares that the Kaiser never went to the eastern battleleld, and that his headquarters aro near Mcziercs, in the Ardennes. He goes about a lot, but always secretly. Ho looks very had, and suffers from coutiiraal headaches. The Crown Prince's popularity is said to bo falling to bits owing to tho futile attempt to get to Paris.
