■ The official news from the Franco-Belgian frontier is decidedly cheering., The frantic attempts of the Germans to make an impression on the Allies' Left have proved costly failures, and-in their latest effort they appear to have been roughly handled by the Belgians. The fact that tho Allies have retaken Ostend proves that the Germans are meoting with trouble and the Teoccupation of this town will be gratifying to the friends of Belgium. On the right the Germans are stated to have been, using their siege guns at Belfort, but with very little advantage, which is the admission of 'a German' newspaper. This inoident indicates that there are fresh developments in this neighbourhood. { ; From the Russian side there is very little news. The Beige of Przemysl in Galicia continues and tho defence operations are being directed by the German General Staff. It is Teported that the Germans intend wintering in Poland, but that is a matter upon which the Russians will have something to say. A telegram'from Rome that the Italian Navy has been'entirely mobilised under the command of the Duke of Abruziii, which may be taken as an answer to Austria's harsh attitude towards Italians in Trieste. There appeaT to bo fresh develop- •> ments in Turkey according to information from Russian sources'. In order "to end the dictatorship of Enver Pasha, the Sultan has appointed the Heir-Presumptive to tho command of the Army and Navy.
