GERMAN INSTRUCTIONS PROM BERLIN . Peking, October 18. The German Charge d'Affaires has received from Berlin a lengthy cipher cable message, which it is believed sanctions the capitulatioa of Tsiiigtau under certain conditions. .ANTI-JAPANESE PROPAGANDA. Peking, October 18. Germans have initiated a violent antiJapanese propaganda in Newchwang, with a view to causing hostility within Manchuria. Nowchwang is a treaty port. It stauds on the Eiver Liao, 20 miles from its mouth and 120 from Mukden. The Japanese in opening the war decided that the war area extends -over China eastward of the Yellow River, and proceeded to place all Germans under surveillance. A BAIN OF SHELLS. (Rec. October 19, 5.50 p.m.) ■ London, October 18. A Tsingtau report states that it is raining shells morning, noon and night. —("Times" and Sydney "Sun" Service.) ' . ~ GERMAN SURRENDER EXPECTED. (Rec. October 20, 0.30 a.m.) Peking, October 19. The belief is current that the final attack on Tsingtau may occur on Tuesday, and that the Germans may possibly surrender. ' They have been expending ammunition prodigally during the past week. This will enable the garrison to make an excuso for surrender on the ground that their ammunition is exhausted. The- Japanese hold the source- of the garrison's water supply.
