TURKISH NEUTRALITY REAFFIRMED
ALLIANCE WITH BULGARIA REPORTED (Rec. October 18, 10.30 a.m.) Constantinople, October 16. . Turkey Las reaffirmed her neutrality, indicating that reports of the Goeben and Breslau having been fighting (against the Russian Black Sea Fleet) are untruo. London, October 16. The "Daily Telegraph's" correspondent at _ Athens states that Turkey and Bulgaria have made a binding agreement to make a combined attack on Rumania if Rumania attacks Austria. FANTASTIC REPORTS. (Rec. October 18, 5.5 p.m.) Constantinople, October 17. Sir' Louis Mallet (British Ambassador to Turkey) has circularised the Consuls in Turkey, denying the accuracy of fantastic reports, from German sources, that tho Russians have invaded Persia, and that risings have occurred in Afghanistan, India, and Egypt.. Sir Louis Mallet points out that a German, commander .closed tho Dardanelles because a Gorman-officered Turkish destroyer was turned back by the British Fleet,' the British having previously notified Turkey that the destroyer was considered part of the German fleet while officered and manned by Germans.
