OFFER OF AUSTRALIAN TROOPS DECLINED. Sydney, October 16. Tho South 'African Minister for Defence (Mr. T. C. Smute) has declined! the New South Wales offer of a regiment of the legion of Frontieremen to assist against the Germans in South-west Africa. Owing to the Maritz rebellion General Botha is taking the field earlieu than he intended with several Dutch commandoes on the dd burgher lines, coupled with regiments of the Union Defence Force. The Government is adopting the sternest measures in the centres of disaffection, and is arresting prominent people suspected of sowing sedition and misleading the back-, veldt'residents.- The prisoners include a Germanised Afrikander, who is alleged to be the go-between- the Germans and Colonel Maritz. It is understood that Colonel Maritz, as a blind, arrested and sent an to Pretoria for the purpose of giving the Government misleading information, nominally in confidence, about the German frontier.
