The United States, he s.ays, should guarantee the commerce . of neutrals and the allied nations, leaving the British ileet to" do its separate- work. PRESIDENT FIXES DAT OF /PRAYER. ; Washington, September 9. President Wilson, in a proclamation,' calls on the people of tho United States to pray, for the peace of Europe, and fixes October 4 as the day of prayer.
