NEW TREATY SIGNED. By Telegraph—Press Association—CopyriEht ' Washington, September 3. The United States has signed a treaty with the Republic of Panama, whereby the United States gains control of the waters in Colon and Ancon Harbours, and, cedes a tract of land enabling tho capital to secure connection with the remainder of the country. The treaty takes as its basis the agreement of June,/1904. In Julie-July, 1904, an agreement was made provisionally delimiting tha boundaries of the' United States territory on the Isthmus of Panama. By this agree-1 ment, tho City of Panama was left practically without a si aport for foreign commerce, as the anchorage at Flemenco Island and tho Balboa Wharf, now called Port Ancon, so fur as ouean-going vessels are concorned, both lie within tho American territory of the zone.
