PROTECTION TO FOREIGNERS
CIVIL RIGHTS. / ' ; . A proclamation was issued yesterday by His Excellency tie Governor (Lord Liverpool) sotting out that whereas Hia Majesty is now at war with the German Emporor, and with the Emperor of Austria and the King of Hungary, and whereas certain subjects of those nations aro now peaceably resident in the Dominion of New , Zealand, it is ; desirable to extend to them the protection, of the laws of t'lie Dominion, - His Excellency proclaims that ill eucli subjects; being now peaceably resident within the Dominion, are, and at all times since the commencement: of the present state of war have been, within' the peace and 'proteciion of. His Majesty, in the same manner as if they were the subjects of His Majesty,'and that they may sue and plead accordingly in all Courts of Justice in- the Dominion- in respect- of all , contracts, rights, injuries and other'causes of matters,' saying always the prerogative right of His Majesty in time of irai to dowith such persons, and all other of, His Majesty's enemies, in. nil respects according to his good pleasure.
