NO RAILWAY CONCESSIONS

I REVENUE MUST BE 1 MAINTAINED . • The following statement on the subject of railway concessions, was made by the Minister of Railways (the Hon. W. H. Hemes)'yestorday:— • V ' ■ "Numerous requests: have been made by promoters of "patriotic entertainments, concerts, football matches, etc., for excursion trains ;to run free.' It is' obvious that if one request were granted the wliole Would have to be treated in'the.same way. Tlie Department has, tlwrefore, been' reluctantly compelled t<i refuse all requests, the main reason being .the financial one. At the present ' crisis the finance of the three .main revenue 'producing departments, 'viz., Railway, Customs, and Post and Telegraph, must be made as strong as possible, in order ,that the; ordinary business of tho Departmohts mai' be carried on and thf> Public' 1 Works Fund strengthened. If, however, the railway revenue is reduced by numerous free trains; tliQ Minister of Finance's difßculty will bo all the greater. The Railway Department Ims already agreed to , take all free gifts from farmers of fodder, foodstuffs, etc., for the Expeditionary Forces free of cost and that is the utmost that-can be done. The Patriotic War Fund ii intended to be in addition to tho ordinary revenue, but if free;trains'are to be> run.:and tlie railway revenue so rcv duced, tlie money collected for'/thejiat--riotic fund becomes, as far as tho loss on railway revenue is concerned, a substitution of one revenue for anothor. Tho purchaser of every ticket on tho railway becomes to a certain extent a subscriber to tho War Fund, as lie asF'sts to maintain the railway revenue. Under the circumstances mentioned it Is regretted that free concessions cannot bo granted, even under tho guise of assisting patriotic meetings."
