M. POINCARE ON HIS ROLE
A striking summary of thefunctiona of the President of the French Republic was given recently by M.. Poincare at an inauguration of the Lyons Exhibition.- It is of particular interest in view of'thp suggestion which" has been made frequently by M. Poincare's political enemies that ho has the habit of striving to. assert unduly his .personal influence. "The President should be," said M. Poincare, "a. stranger to the inevitable division of free democracy. He.should be the President of all Frenchmen. Hn should carry out with scrupulous loyalty and with much constant care for all the great national, interests, the role of arbiter and councillor conferred on him by the 'Republican Constitution. ■ . 'Trance has undergone the sad experience of personal power, an«i will not renew it. . She expects to direct and control, by moans of her appointed representatives, the daily doings of a' responsible Cabinet. Since he is charged with the representation of the whole nation, the President should try to-raise himself above - private interests, even the most legitimate ones, and should seek.in all. things only the general good.",
