EFFORTS AT DISARMAMENT

In the House of Commons, on tho Foreign Office Debate, Sir Edward Grey (Minister of Foreign Affairs) 6aid. the Government had dono its best to promote disarmament, but he could not say there had been'much response from other European countries. Direct suggestions for reduction have been unsuccessful because they were regarded as attempts to limit and control the freedom of aotion of foreign countries and were resented accordingly. . In somo cases tho relations of the Great Powers had improved. The relations of all stood tho strain of the Balkan crisis far better than was anticipated. Tho most notable, thing last year was not naval, but military, increase.
