THE COMING SESSION
. .NEWS AND NOTES. Matters «ro still quiot at Parliamentary Buildings, and a largo proportion of the members aro not expected to arrive until to-morrow. One of thoso who arrived yesterday' was Mr. D. H. Guthrie, member for Oroua, and Chiof Government Whip. All tho Ministers tfho hfu'o been quartered in outside offices during tho 'reccaa havo now returned to tlioir offices in Parliamentary Buildings, Tlio only Ministers absent from town this morning are tho Hon. F. M, B. Fisher and the Hon. Dr. I'omare. Tho HoU. AV. Fraser returned from Blenheim .last - evening. M r . Fisher is to arrij'o from Auckland this afternoon, and J)r. Pomare is due to reach Auckland,' in tho Tutauekai tomorrow.
One almost unprecedented feature of the opening of tho session is that there will be no occasion to adjourn as a mark of rospect to the memory of deceased members of ex-members. So far no members or ex-members have died since the end of last, session. There are veteran politicians who cannot call a parallol case to mind. The sitting of the. two Houses to-morrow will nevertheless be short, and will be confined the formal opening proceedings. Tho Governor's Speech, it is stated, will be a concise document, and will only briefly indicate tho Government's principal proposals. Tho Imprest Delate on iriday will probably give rise a a sharp ' encounter of tho parties, but is unlikely to bo carried to any unusual length. With the Address-in-Keply debate in immediate prospect members aro not wont to forco a late sitting at the. beginning of the session. A great deal of party wrangling as tho session runs its course is accepted as a forogoue conclusion. For' one thing/ it is reported that many Government supporters have accounts to settle with the members of the Opposition '•Flying Squadron," and will choose the floor or the House as the proper place ill which to do it. In any case, it is quite certain that the respective contestants will find no difficulty at all in .unearthing bones' of contention. The Education Bill is ond of those which will bo introduced early in the session. The Hon. James Allen and his .Departmental officers have been hard at work upon it for some time past, and the Minister stated yesterday that tho Bill had now been drafted and was being revised by. tho Law Draftsman. .Ho hopes to submit it to Cabinet shortly. The Bill makes provision for increasing tho salaries of teachers and augmenting, and improving the staffing of schools. It also materially amends :Me present system of promotion. ;
